Description

The aim of this subject is for the student to have developed a good understanding of the nature of compliance, regulation and ethics in the financial services sector.

Learning Outcomes

On completion of this module the learner will/should be able to;

1.

 discuss the benefits and disadvantages of regulation

2.

describe the role of compliance  within an organisation

3.

explain the importance of ethical behaviour in financial services

4.

discuss numerous approaches to regulation

5.

explain how the financial services sector is regulated in Ireland.

describe the main regulatory bodies operating in Ireland

The student will engage with the content of the module through lectures, case studies, problem based learning and the use of interactive multi media tools.

Indicative Syllabus

Introduction:  Main financial services providers in Ireland. Consequences of financial instability in a country's financial markets,the purpose and benefits of regulation,actual or potential disadvantages of regulation, methods of regulation.

Compliance: concept of compliance, role of the compliance function within an organisation, role of the compliance officer, consequences of compliance breaches.

Ethics: meaning of ethical behaviour, importance of good ethical behaviour. areas of ethical issues in financial services such as conflict of interest, Chinese walls, insider dealing etc,the relationship between ethics and financial regulation, codes of ethics within the financial services industry  

Theory of regulation:  Why governments seek to regulate financial services companies, the types of regulation and supervision that exist i.e. statutory and non-statutory regulation, different approaches to regulation, the changing scope of regulation, regulatory failures.
